Management of resource consumption in residential areas should take into account advances in the concept of Community Energy Management Systems, in which communities are involved in the monitoring and coordination of resource consumption. This paper presents a monitoring environment enabling the provision of monitoring and negotiation rules among residential users in order to minimize dispersion in total power consumption. It establishes mechanisms of detection of inconsistencies based on Linear Temporal Logic rules and mechanisms based on publication-subscription for transfer of quota among neighbors. The system is implemented and validated in a home environment.
